Senate Bill 17

Senate Bill 17, which amends Texas Education Code 51.5325 effective January 1, 2024, prohibits public institutions of higher education from engaging in certain diversity, equity, and inclusion conduct. Beginning with fiscal year 24-25, the new law requires that Houston Community College annually certifies compliance to the Legislature and the Texas Higher Education Coordinating Board before state-appropriated funds may be spent. As a result, compliance is critically important.  To that end, on November 15, 2023, the Board revised its Strategic Plan and amended Board policy to ensure compliance with SB 17.

The Texas Association of School Boards Community College Services has provided helpful FAQs to help clarify what the law covers and the College’s responsibilities going forward.
